Mr. Mestre has a Law Degree from Pontificia Universidad Javeriana (2000). Doctor of Legal Sciences from the Pontificia Universidad Javeriana, with Cum Laude recognition. Co-Judge of the Criminal Cassation Chamber of the Supreme Court of Justice. Specialist in Procedural Legal Institutions from the National University of Colombia.
Director of the Department of Criminal Law of the Pontificia Universidad Javeriana. Undergraduate and postgraduate professor at the Javeriana, Andes, Rosario, Ibagué and Bolivariana Universities. Author of the books "The Adoption of the Principle of Opportunity" and "The Discretion to Accuse" and of various articles, conferences and presentations. Member of the Colombian and Ibero-American Institutes of Procedural Law, the Colombian Academy of Jurisprudence and the College of Criminal Lawyers. Director of the Center for Studies in Criminology and Victimology of the Javeriana University.
